What to know before you buy a used car in Pennsylvania
These are the rules and figures that come up on almost every purchase in our area. Each comes from an official Pennsylvania source, and they change from time to time, so confirm the exact total with your tag service.
- Inspection after you buy: a used vehicle can be driven for 10 days after the sale without a current inspection, and the buyer is responsible for getting it inspected unless the sales contract says otherwise (PennDOT Pub 763).
- Emissions testing: Lebanon, Lancaster, Dauphin, Berks, Cumberland and York counties are in PennDOT's South Central emissions region, so emissions testing generally applies; confirm for your vehicle at Drive Clean PA or with your inspection station.
- Title and registration: the title fee is $72 and passenger registration is $48 per year, per PennDOT's April 2026 fee schedule (MV-70S).
- Fee for Local Use: some counties add $5 per year to registration. Dauphin, Cumberland, York and Berks are on PennDOT's current list; Lebanon and Lancaster are not, but counties can add it, so ask your tag service.
- Dealer documentation fee: Pennsylvania limits it, and the 2026 maximums are $490 for electronic processing and $409 for non-electronic, adjusted yearly (State Board notice, January 2026). Ask for it in writing.
- Insurance: the Pennsylvania minimum is $15,000 per person and $30,000 per accident for bodily injury, $5,000 for property damage, plus $5,000 in medical benefits.
- Lemon law: Pennsylvania's Automobile Lemon Law (Act 28 of 1984) covers new vehicles only, so it generally does not apply to used cars. That is why an independent pre-purchase inspection matters.
